Deputy Chief Terence Sheehy brings over 27 years of Emergency Services experience, including a 20-year foundation in fire service, to his role at Dare County EMS. Beginning as a volunteer firefighter at 17, his career spans EMS, technical rescue, and fire service, shaping a leadership style rooted in resilience and community commitment. He oversees EMS operations across the Outer Banks, managing daily care and preparedness for residents and visitors. Beyond operations, he leads multi-agency planning for events, marathons, and severe weather, including hurricane response. His achievements include recognition from the U.S. Secret Service for contributions to their rescue swimmer program during his time with Kitty Hawk Ocean Rescue. Deputy Chief Sheehy chairs the Dare/Currituck Regional LEPC, co-chairs the Eastern Healthcare Preparedness Coalition, and was appointed by the NC State Office of EMS to redevelop the ambulance strike team model. A recognized speaker, he shares expertise on leadership and emergency operations at local, state, and national events. He holds a B.S. in Emergency Medical Care from Western Carolina University and an MPA from UT Arlington.
