Thomas Stackpole is a veteran law enforcement supervisor and certified tactical instructor with more than 15 years of experience specializing in active-shooter preparedness, response, and training. As the Connecticut State Police Active Shooter Training Coordinator, he develops and delivers advanced programs for sworn personnel, schools, and community partners, drawing on extensive operational experience in patrol, investigations, and nearly a decade with the Emergency Services Unit tactical team. He is an ALERRT Level 1, Active Attack Integrated Response, Civilian Response Casualty Care, and ALICE Instructor, bringing nationally recognized expertise to agencies seeking modern, evidence-based active-attack training. His instruction is grounded in real-world operational leadership, including supervising critical incidents, coordinating multi-agency responses, and training personnel in tactical operations and crisis management. Thomas also draws on his military background as an Army Infantry Platoon Sergeant, where he led soldiers through combat operations in Iraq and Bosnia, planned mission-specific training, and executed combat missions across numerous deployments. Active Threat Incident Response: Integrating Fire, EMS, Law Enforcement, and Dispatch (Friday, October 23, 2026 - 1:30-2:45pm)

Active threat and active shooter incidents require immediate coordination between law enforcement, fire, EMS, and public safety communications. While many agencies train independently, successful outcomes depend on integrated response models, shared terminology, and coordinated operational strategies. This presentation examines the Active Threat Incident Response framework currently being implemented across Connecticut, including the development of rescue task force operations, unified command structures, and coordinated dispatch protocols. Participants will review real-world operational considerations and lessons learned from statewide training initiatives that integrate law enforcement tactical response with fire and EMS medical operations during hostile events. This program is designed to provide responders and command staff with a practical understanding of how effective multi-agency coordination improves survivability, responder safety, and operational effectiveness during active threat incidents.
