Paula Miano has been a hydrologist with the National Weather Service for nearly 25 years and has served as the Hydrologist-in-Charge (HIC) at the Northeast River Forecast Center (NERFC) since June 2023. Prior to joining the NERFC, Paula was selected as the first Service Coordination Hydrologist (SCH) for the Water Prediction Operations Division (WPOD) at the National Water Center (NWC) in 2018. She was instrumental in WPOD reaching both Initial and Enhanced Operating Capabilities, including the development and implementation of the experimental products currently produced by WPOD. In 2021, she was awarded the Department of Commerce (DOC) Gold Medal as part of the team recognized for establishing the National Water Center’s Initial Operating Capabilities. Before her time at the National Water Center, Paula served as a Senior Hydrologist at the Southeast River Forecast Center (SERFC) and Middle Atlantic River Forecast Center (MARFC). She received her B.S. in Meteorology in 1998 and Master of Forestry Resources in 2007 from The Pennsylvania State University.

Northeast River Forecast Center – Mission and Capabilities (Wednesday, October 21, 2026 - 10:15-10:30am)

This presentation will provide an overview of the mission and capabilities of the National Weather Service’s Northeast River Forecast Center (NERFC). The session will highlight the NERFC’s role in providing river forecasts, hydrologic guidance, and decision support services throughout the Northeast. Participants will learn how the NERFC works with National Weather Service offices and emergency management partners to support flood preparedness, response, and public safety.

Summit speakers will participate in a roundtable discussion addressing flooding disasters across the country from an emergency management perspective. Panelists will share experiences, lessons learned, challenges, and best practices related to flood preparedness, response, recovery, and mitigation. The discussion will provide participants with practical insights into how communities and emergency management agencies can better prepare for and respond to significant flooding events.
