Josh Cingranelli currently serves as the Region 4 Emergency Management Area Coordinator for the Connecticut Division of Emergency Management and Homeland Security (DEMHS), where he has worked since February 2023. Prior to joining DEMHS, Josh spent six years as a meteorologist at NBC Connecticut in West Hartford. Josh holds a bachelor’s degree in Atmospheric Science from Lyndon State College in Vermont and a master’s degree in Education from Sacred Heart University. He also brings more than 13 years of experience in emergency services, including over a decade as a 911 telecommunicator with Quinebaug Valley Emergency Communications. Additionally, Josh has served the Town of Lisbon as a firefighter, emergency medical responder, and assistant fire chief.

Artificial Intelligence – 2026 Hurricane Season AI Performance Update (Wednesday, October 21, 2026 - 11:00-11:30am)

This presentation will provide a recap of the 2026 Atlantic hurricane season and examine the evolving role of artificial intelligence (AI) in hurricane forecasting. The session will explore how AI-based weather prediction models performed during the season, how they compared with traditional forecasting methods, and their potential to enhance hurricane track, intensity, and impact forecasting. Participants will gain insight into the benefits, limitations, and future applications of AI in operational weather forecasting and emergency management.

Flood Disasters Roundtable – Emergency Management Perspective (Wednesday, October 21, 2026 - 2:45-5:00pm)

Summit speakers will participate in a roundtable discussion addressing flooding disasters across the country from an emergency management perspective. Panelists will share experiences, lessons learned, challenges, and best practices related to flood preparedness, response, recovery, and mitigation. The discussion will provide participants with practical insights into how communities and emergency management agencies can better prepare for and respond to significant flooding events.
