Douglas Glowacki earned a B.A. in Earth Science from Central Connecticut State University in 1987, with a concentration in Meteorology. From 1988 to 2005, Doug worked with the Connecticut Department of Environmental Protection’s (DEP) Inland Water Resources Division, where he administered the Connecticut Automated Flood Warning System and managed the Hazard Mitigation Grant Program. He also served as Deputy State Hazard Mitigation Officer and Co-Chairman of the Hazard Mitigation Grant Review Committee. Doug has served as a Meteorologist for the State of Connecticut since 1998. In 2003, he became the State Hazard Mitigation Officer and program lead for DEP’s Flood Management Section. In 2005, he joined the Connecticut Department of Emergency Management and Homeland Security (DEMHS) as an Emergency Management Program Specialist. His responsibilities include administering more than $20 million across three major programs serving municipalities throughout Connecticut, as well as providing detailed weather data and forecasts during severe weather events. Doug received the National Weather Service’s Walter J. Bennett Public Service Award in 1995, a Connecticut DEP Distinguished Service Award in 1999, and the DEMHS Outstanding Service Award in 2008. Since 2017, Doug has taught graduate courses at the University of New Haven. His current projects include implementing a Mesonet in Connecticut, working with the Silver Jackets Program, and serving as Chairman of the Weathering the Storm Summit. Outside of work, Doug enjoys jogging, karate, mountain biking, home renovation projects, and gardening.

Artificial Intelligence – 2026 Hurricane Season AI Performance Update (Wednesday, October 21, 2026 - 11:00-11:30am)
This presentation will provide a recap of the 2026 Atlantic hurricane season and examine the evolving role of artificial intelligence (AI) in hurricane forecasting. The session will explore how AI-based weather prediction models performed during the season, how they compared with traditional forecasting methods, and their potential to enhance hurricane track, intensity, and impact forecasting. Participants will gain insight into the benefits, limitations, and future applications of AI in operational weather forecasting and emergency management.

Summit speakers will participate in a roundtable discussion addressing flooding disasters across the country from an emergency management perspective. Panelists will share experiences, lessons learned, challenges, and best practices related to flood preparedness, response, recovery, and mitigation. The discussion will provide participants with practical insights into how communities and emergency management agencies can better prepare for and respond to significant flooding events.
