Donnie Woodyard, Jr., MAML, NRP, is a nationally recognized emergency medical service leader with over 30 years of experience spanning EMS leadership, policy, and innovation. He has served as State EMS Director in multiple states, led EMS system development internationally, and is the Executive Director of the United States EMS Compact, overseeing interstate practice and workforce mobility for EMS clinicians. A thought leader in EMS technology, AI, and governance, Donnie has driven advancements in EMS licensure, national preparedness, and regulatory policy, shaping the future of EMS at both the state and federal levels. He is a graduate of the Naval Postgraduate
School’s Executive Leaders Program, holds a certificate in Artificial Intelligence in Healthcare from Harvard, and is pursuing a Doctorate in Law & Policy.
