Sheila Warren joined the U.S. Army Corps of Engineers (USACE) in May 2019 as the New England District Silver Jackets Coordinator in the Planning Division. The Silver Jackets Program is a state-led implementation of the USACE Flood Risk Management Program (FRMP), bringing together multiple state, federal, and, at times, tribal and local agencies to learn from one another and collaborate on reducing flood risk and the impacts of other natural disasters. Sheila also serves as Project Manager for the Flood Plain Management Services (FPMS) Interagency Nonstructural Projects awarded annually to the New England Silver Jackets teams. She is a graduate of the University of New Hampshire with a Bachelor of Science in Geology and has more than 30 years of professional experience in New England, working in both subsurface investigations (drilling) and earthwork (construction). Sheila is active in several professional organizations, including the Society of American Military Engineers (SAME), Massachusetts Association for Floodplain Management (MassFM), and Connecticut Association for Floodplain Management (CT Floods).

USACE Flood Risk Management Program (Wednesday, October 21, 2026 - 9:00-9:30am)

This presentation provides an overview of the U.S. Army Corps of Engineers (USACE) Flood Risk Management Program. The session will explore how USACE manages flood risk through structural measures, including flood control structures, as well as non-structural approaches and collaborative programs such as Silver Jackets. Participants will gain an understanding of how these efforts support communities in reducing flood risk and improving resilience.

Flood Disasters Roundtable – Emergency Management Perspective (Wednesday, October 21, 2026 - 2:45-5:00pm)

Summit speakers will participate in a roundtable discussion addressing flooding disasters across the country from an emergency management perspective. Panelists will share experiences, lessons learned, challenges, and best practices related to flood preparedness, response, recovery, and mitigation. The discussion will provide participants with practical insights into how communities and emergency management agencies can better prepare for and respond to significant flooding events.
