Leanna Martin is an accomplished Hydrologic Engineer with more than 16 years of technical leadership and water management experience with the U.S. Army Corps of Engineers (USACE). She currently manages water control operations and engineering decisions for the Lower Connecticut River Basin at the Reservoir Control Center, overseeing the day-to-day operations and safety of regional dams. Prior to her current role, Leanna served as the MVP Dam and Levee Safety Cadre Lead in the St. Paul District, where she managed multimillion-dollar scopes for high-level risk assessments and facilitated Potential Failure Mode Analyses (PFMA). Her career includes extensive hydrologic and hydraulic (H&H) modeling, collaboration with internal and external partners, and dam and levee safety inspections. Having started her USACE career in the New England District, she has hands-on experience with more than half of the region’s dam portfolio. Leanna holds a B.S. in Civil Engineering from Merrimack College, a master’s degree in Risk Management from Notre Dame of Maryland University, and is a licensed Professional Engineer (PE) in Maine. Outside of work, she can most often be found at the barn with her horse and puppy or spending time with friends and family.

USACE Flood Risk Management Program (Wednesday, October 21, 2026 - 9:00-9:30am)

This presentation provides an overview of the U.S. Army Corps of Engineers (USACE) Flood Risk Management Program. The session will explore how USACE manages flood risk through structural measures, including flood control structures, as well as non-structural approaches and collaborative programs such as Silver Jackets. Participants will gain an understanding of how these efforts support communities in reducing flood risk and improving resilience.

Flood Disasters Roundtable – Emergency Management Perspective (Wednesday, October 21, 2026 - 2:45-5:00pm)

Summit speakers will participate in a roundtable discussion addressing flooding disasters across the country from an emergency management perspective. Panelists will share experiences, lessons learned, challenges, and best practices related to flood preparedness, response, recovery, and mitigation. The discussion will provide participants with practical insights into how communities and emergency management agencies can better prepare for and respond to significant flooding events.
