Daniel Comen is a fire service professional and technical rescue instructor specializing in swiftwater and flood rescue, boat operations, vehicle-in-water rescue, and technical rescue. He serves as a Captain with the Southington Fire Department, Swiftwater Squad Leader/Training Lead with Connecticut Task Force 1 (CT-TF1), and Co-Founder and Managing Partner of Water Training Resources LLC (WTR). As a career Fire Captain, Daniel provides company-level leadership, emergency incident operations, personnel supervision, and training, with experience in structural firefighting, technical rescue, water rescue, incident command, and multi-agency response. With CT-TF1, Daniel supports team training and operational readiness while helping develop and deliver advanced swiftwater and flood rescue capabilities. He co-founded WTR in 2021, where he oversees curriculum development, instructor coordination, and scenario-based rescue training for fire departments, rescue teams, state agencies, and US&R personnel throughout the United States.

Swift Water Training – The Vermont and Connecticut Experience (Wednesday, October 21, 2026 - 2:00-2:45pm)
This session examines the catastrophic flooding that affected Vermont and Connecticut and the critical role that swiftwater rescue training played in the response. Drawing on firsthand experience, Daniel Comen and Zachary Brown will discuss the challenges responders encountered, the lessons learned during large-scale flood operations, and the importance of preparing rescue teams for increasingly complex water-related emergencies.
